  • Medicaid Changes in Response to COVID-19  – UPDATED March 25, 2020
    Both North Dakota and South Dakota Medicaid offices have issued guidance for changes to their Medicaid programs as a result of the COVID-19 pandemic and response.
  • Background on 1135 waivers  – UPDATED March 25, 2020
    Section 1135 waivers enable state Medicaid and Children’s Health Insurance Programs (CHIP) to waiver certain Medicaid rules in order to meet health care needs during times of disaster and crisis.

Telehealth Resources

  • North Dakota and South Dakota programs have both announced that they are expanding reimbursement for telehealth visits that originate in a patient’s home.

    This toolkit provides a step-by-step guide for health centers as they implement the PRAPARE patient risk assessment screening tool. The guide includes stories and examples of how health centers can effectively collect and respond to screening data as well.

  • The Health Center Resource Clearinghouse was established by NACHC and addresses the demands placed on a busy public health workforce by providing resources and tools to acquire and use targeted information on a daily basis.  The clearinghouse provides and intuitive organizational structure to make finding information easier. There is a guided approach to searching to ensure the user is retrieving the most relevant resources.  NACHC has partnered with 20 National Cooperative Agreement (NCA) Partners to create comprehensive access to technical assistance and resources. The emergency preparedness section provides resources and tools to assist in emergency planning, business continuity planning, and ready to use information for food, housing, and income assistance in the event of a disaster.

CMS Emergency Preparedness Requirements for Medicare and Medicaid Participating Providers and Suppliers

  • This regulation went into effect on November 16, 2016 Health care providers and suppliers affected by this rule are required to comply and implement all regulations, effective November 15, 2017.

  • HHS Office of the Assistant Secretary for Preparedness and Response (ASPR) developed a website, the Technical Resources, Assistance Center, and Information Exchange (TRACIE), to meet the information and technical assistance needs of regional ASPR staff, healthcare coalitions, healthcare entities, healthcare providers, emergency managers, public health practitioners, and others working in disaster medicine, healthcare system preparedness and public health emergency preparedness.
    • The Technical Resources section provides a collection of medical disaster, healthcare, and public health preparedness materials, searchable by keywords and functional areas.
    • The Assistance Center provides access to Technical Assistance Specialists for one-on-one support.
    • The Information Exchange is a user-restricted, peer-to-peer discussion board that allows open discussion in near-real time.

  • The North Dakota Hospital Preparedness Program (HPP) coordinates and supports emergency preparedness activities across the healthcare continuum, engaging hospitals, long term care facilities, emergency medical services, and clinics in planning and implements systems to increase capacity to provide care to those affected by emergencies and infectious disease outbreaks.  This program manages the HAN Assets Catalog, where health centers in ND can order Apparel, Linen, PPE, Pharmaceuticals, Patient Care equipment and supplies, cleaning equipment and supplies, Durable Equipment and other major assets to be used to support the health and medical needs of citizens in times of emergency.
  • The primary focus of the South Dakota Hospital Preparedness Program (HPP) is to provide leadership and funding to enhance the infrastructure of hospitals and collaborating entities to plan for, respond to, and recover from mass casualty events.  The program promotes medical surge capacity through a tiered response that facilitates the movement of resources, people and services and enhances overall capabilities.  All emergency preparedness and response efforts are consistent with the National Response Plan and the National Incident Management System

This document was created by the California Primary Care Association and has been widely shared throughout the health center program nationally to be used as a guide to developing customized, comprehensive plans for individual health center organizations.

This checklist was developed by HHS and serves as a guide to ensure emergency plans are comprehensive and represent the locality of an organization with respect to weather, emergency resources, man-made disaster risks, and local availability of supplies and support.

Workplace Violence: Risks, De-escalation, & Recovery

This webinar provided important information regarding workplace violence.  Presenters offered training objectives to review terminology, discussed types and risks of healthcare workplace violence, discussed the importance of de-escalation techniques.  Presenters also reviewed the importance of safety and situational awareness and provided ways to predict factors and characteristics of aggression and violence.

Wildfire Preparedness for Health Centers

June 16, 2022

Wildfire season is approaching, and many of our rural health centers could be at risk. Presented by Americares, this one-hour webinar included identifying service priorities, communications plans, and ways to remain aware of fires nearby. Attendees learned actionable steps for health centers to take before, during, and after wildfires and information to support staff mental health during times of disaster.
The intended audience for this presentation included staff in emergency preparedness, communications, behavioral health, clinical quality, and operations.
Rebecca Miah is a climate and disaster resilience specialist at Americares with experience training health centers on disaster risk reduction and preparedness. With a master’s in public health from Emory University, Rebecca has specialized expertise in emergency preparedness and response and is FEMA certified in the incident command system. Prior to joining Americares, she was the logistics coordinator for the Bioterrorism & Public Health Preparedness Program at the Philadelphia Department of Public Health and frequently partnered with government and community organizations on disaster preparedness, response, and recovery.

Post Disaster Exercise: Documentation and Process Improvement

August 26, 2021

Exercises are a critical tool for responding to disasters and testing portions of an organization’s emergency plans. This 90–minute companion webinar will expound on the EP exercises presentation in July. Health centers will understand how to effectively evaluate and document an EP exercise to meet their CMS exercise requirements and become more disaster resilient. This training will provide best-practice information and the keys and tools for post-disaster exercise meetings, forms, documentation, and after-action/process improvement.

CMS Overview of FQHC Emergency Preparedness Requirements

June 24, 2021

This webinar provided a general overview of the program requirements for Medicare-participating federally qualified health centers and conducted a deeper dive into the emergency preparedness (EP) requirements. The EP portion of the presentation summarized the 2019 Burden Reduction Final Rule and the March 2021 updates to the EP interpretive guidelines, particularly planning for emerging infectious diseases.
